Original policies with Site Settings disabled (or not applied), the most restrictive 'External Sharing Level' settings were applied to the relevant sites during migration. This means that external sharing links become inaccessible, and no new external sharing links can be created. Moreover, existing external sharing links were kept during the migration.
To allow access to External users, one can edit an assigned policy and set a more permissive 'External Sharing Level' setting.
Alternatively, if the assigned policy is a predefined policy, clone the policy so it becomes editable, and set a more permissive 'External Sharing Level' setting.
To clone/copy a policy, follow the steps below:
- Go to [Compliance Policies] > [Add Policy]
- Select the second option and select the relevant Policy
