In certain cases you might get notified that a Full Offsite Copy needs to be taken. The following document reasons why a Full Offsite Copy might be required:

Change in Encryption Key
A change in encryption will trigger Offsite Copies to take a Full Backup as the backup set needs to be fully encrypted using the new key.
Previous Backup Versions will remain available for restore on the Backup Location. New backups going forward will make use of the new encryption.
To restore previous backup versions taken using the old encryption key you will be required to provider the old key upon restore.

Change in Deduplication Settings
A change in Deduplication by toggling it On/Off will trigger Offsite Copies to take a Full Backup for this change to take effect.
Previous Backup Versions will remain available for restore on the Backup Location.

Update to 8.14
From build 8.14.11, VM Backup introduced a number of improvements with regards to performance which lead to a shorter backup window thanks to optimized backup & restore performance.
The most significant performance improvements will be seen in offsite backups to cloud storage providers (Azure / Amazon S3 / Wasabi)
Maintenance operations such as retention operations also got a performance boost, this will be more significant for customers that have larger backup sets.
If you changed your primary backup location after updating to 8.14 (or newer) from 8.13 (or older), you will need to take a Full Offsite Copy to take advantage of these performance improvements.
Previous Backup Versions will remain available for restore on the Backup Location. -
