Why is the email not delivered to the recipient?
If an outgoing email is intercepted by the Content Control filter, the "Deliver Email" function cannot send the message to the original recipient. Instead, the email is delivered to the owner or sender. The sender receives a copy of the email from their archive. The reason for interception is usually a violation of the content filter rules for outgoing emails, for example due to unauthorized attachments.
How can I still send the email to the recipient?
As a workaround, it is recommended to define a special group within the content filter rules that is granted the necessary permissions. This allows the relevant attachments or content to pass the check, and the email can then be sent to the recipient.
This group must have the highest priority within Content Control so that its members are exempt from filtering. All users who are allowed to bypass the restrictions can be added to this group. Alternatively, a shared mailbox could also be set up for this purpose.
All other users, for whom strict policies should continue to apply, can be grouped into a subordinate group.
